If we must retain one constant in the international context that prevailed in 2017, it is the incessant and always politically oriented debate on what "the international community" recognizes as the "migration crisis". This crisis would be characterized in particular by the massive influx of young migrants from the countries of the southern Mediterranean and the war-torn Middle East. Yet we know that people move much more within Africa than they do across the Mediterranean.
